The shooting occurred in the area of Massachusetts Avenue and Thomas Circle Northwest before 9:30 a.m. on Monday, May 23, Metropolitan Police said on Twitter.
Responding officers were directed to a tent near Thomas Circle where they found Emmanuel Lys, 32, suffering from a gunshot wound, police said. He was pronounced dead at the scene. A gun was also recovered, police added.
Police are searching for a suspect described as a Black male in his 30s wearing a white and gray hooded sweatshirt, blue jeans and white sneakers. He was last seen running toward 19th Street, Northeast, police said.
